Evaluation of Women's Economic Empowerment Outcomes in SACCOs and Savings Groups in Uganda

This study was commissioned by Ministry of Finance, Planning and Economic Development (MoFPED) and funded by the Gates Foundation through Care International in Uganda. It focused on evaluating the outcomes of women's economic empowerment (WEE) because of their involvement in Savings and Credit Cooperative Associations (SACCOs) and Community Savings and Credit Groups (CSCGs). These groups were an integral part of the Project for Financial Inclusion in Rural Areas (PROFIRA), implemented from 2016 to 2019/2020.

 

The research aimed to comprehensively understand both the immediate and enduring impacts of PROFIRA on WEE. A survey of over 1500 women beneficiaries from SACCOs and CSCGs was conducted together with a qualitative approach whereby key informant interviews (KIIs) and Focus Group Discussions (FGDs) were conducted. The fieldwork covered 20 districts across all four main regions of Uganda, ensuring a broad and representative data set.
